Commission must submit annual executive summaries to the Commission on Electric Utility Regulation and the Governor by September 1, beginning in 2027, analyzing trends in disconnections, geographic patterns, and utility comparisons

Provisions take effect July 1, 2027, with reports due within 60 days following the close of each reference month
