Directs the Department of Conservation and Recreation to assess how to achieve permanent conservation of 20% of Virginia's total land area and 10% of urban areas by 2036

Requires the assessment to include the current percentage of protected land, a survey of land conserved over the previous 10 years, and best practices from other states

Mandates an estimate of state funding required to meet the 20% and 10% conservation targets

Report with findings and recommendations due to relevant Senate and House committees by November 1, 2026
