Establishes a 90-day "quiet period" before all primary and general elections during which systematic voter roll purge programs cannot be completed, preventing mass removals of voters based on computerized data-matching or non-individualized reviews close to elections

Extends the response time for voters flagged as potential non-citizens from 14 days to 28 days to submit a sworn statement affirming U.S. citizenship before their registration can be cancelled

Requires general registrars to contact voters facing removal for alleged non-citizenship via email and phone (including voicemail or text) in addition to mailed notice

Mandates that registrars review all available evidence before initiating removal of a voter for non-citizenship and prohibits removal if there is prior citizenship affirmation or contrary evidence on file

Extends the deadline for general registrars to act on Department notifications about voter deletions from 30 days to 60 days
