Requires health insurers to submit comparative analyses to the State Corporation Commission every two years demonstrating that nonquantitative treatment limitations for mental health and substance use disorder benefits are no more restrictive than those for medical/surgical benefits

Mandates the State Corporation Commission to publish annual reports on insurer compliance with mental health parity requirements, including data on claim denials, appeals, and network adequacy for behavioral health services
