Requires local government officers and employees to file financial disclosure forms electronically with the Virginia Conflict of Interest and Ethics Advisory Council rather than with local clerks

Implements a phased rollout for mandatory electronic filing: localities over 250,000 population starting January 1, 2028; localities 100,000-250,000 starting January 1, 2029; localities under 100,000 starting January 1, 2030

Enables voluntary electronic filing beginning February 1, 2027, for all local officials required to submit disclosure statements

Centralizes record retention with the Council, which must maintain all disclosure forms as public records for five years, replacing the previous system of local clerk storage

Applies to governing body members, school board members, planning commissioners, zoning board members, real estate assessors, and other designated local officials in counties, cities, and towns with populations over 3,500
