Requires all Virginia localities to permit accessory dwelling units (ADUs) as a by-right use in single-family residential zoning districts, effective July 1, 2027

Caps the ADU permit fee at $500 and sets minimum allowable floor area at 350 square feet for lots under 2,500 square feet and 500 square feet for larger lots

Allows localities to require minimum 30-day rental terms, dedicated parking, owner occupancy at time of application, and compliance with building codes, historic district restrictions, and flood zone requirements

Prohibits localities from imposing setbacks stricter than those for the primary dwelling or accessory structures, requiring public street improvements, or mandating family relationships between ADU and primary dwelling occupants

Exempts localities that adopted ADU ordinances before January 1, 2026, and does not override private HOA covenants, condominium rules, or property owners' association declarations
