Allows manufacturers, bottlers, brokers, importers, or wholesalers of alcoholic beverages to sponsor or provide support (including equipment, staff, and financial assistance) for special events where a municipality or nonprofit organization holds a banquet license

Limits this exception to special events held on grounds of museums or government-registered national, state, or local historic sites where the municipality or nonprofit operates a licensed gift shop

Requires any existing retail license at the premises to be deactivated by the Virginia Alcoholic Beverage Control Authority for the duration of the special event

Caps municipalities and nonprofit organizations at no more than eight banquet licenses per year for these sponsored special events

Adds "deactivate" to the Virginia ABC Board's enumerated powers regarding licenses, alongside existing authority to grant, suspend, and revoke licenses
