Establishes qualifications for Virginia delegates to an Article V constitutional convention, requiring U.S. citizenship and Virginia residency for at least 5 years, minimum age of 25, no federal lobbying within 5 years, and no federal employment or elected office within 10 years

Creates a 3-member advisory committee from the General Assembly to monitor delegates, fill vacancies, and determine whether delegates have exceeded their authority

Prohibits delegates from voting to change the one-state-one-vote rule or altering specific constitutional amendments protecting individual liberties, including the Bill of Rights and voting rights amendments

Requires delegates to take an oath accepting the limits of their authority and prohibits accepting gifts exceeding $200 combined value during service

Makes it a Class 5 felony for delegates to vote beyond their authorized scope or for anyone to bribe, threaten, or obstruct delegates in performing their duties
