Expands Virginia's mandatory child abuse and neglect reporting requirements to explicitly include coaches, directors, and adult volunteers (18+) working with public or private elementary and secondary school athletics programs, including interscholastic teams and clubs

Clarifies that "reason to suspect" abuse or neglect includes suspected violations of §§ 18.2-370 through 18.2-370.6 (offenses involving children such as indecent liberties) and § 18.2-374.3 (solicitation of minors)

Requires mandatory reporters to file reports within 24 hours to the local department or the Department's toll-free child abuse and neglect hotline

Failure to report carries a fine of up to $500 for first offense and at least $1,000 for subsequent failures; knowingly failing to report rape, sodomy, aggravated sexual battery, or object sexual penetration constitutes a Class 1 misdemeanor

Provides immunity from civil, criminal, and administrative liability for persons who make reports or provide related records and testimony in good faith
