Establishes a fundamental right for parents of public elementary and secondary school students to opt their children out of any instruction, reading, discussion, presentation, audio-visual content, school assembly, or activity containing gender identity, sexual orientation, transgenderism, or drag show themes

Allows public secondary school students aged 18 or older to opt themselves out of such content by personal request

Requires that opt-outs occur without penalty to the student

Mandates that schools provide reasonable accommodations during the opt-out period

Grounds the right in Virginia Code § 1-240.1 and the Free Exercise Clause of the First Amendment to the U.S. Constitution
