Creates a new registration requirement for "unlicensed care homes," defined as residential adult care settings providing room, board, and services to three or fewer unrelated individuals that are not currently licensed or certified by the Commonwealth

Requires all persons operating or maintaining unlicensed care homes to register with the Commissioner of Social Services

Registration must include the name and address of the registrant, names and addresses of officers and agents (if a business entity), description of proposed activities, and facilities and services to be provided

Excludes continuing care providers and community-based continuing care providers already registered with the State Corporation Commission from the new registration requirement

Directs the Commissioner to provide consultation, advice, and assistance to persons interested in registering such homes
