Adds Department of Military Affairs emergency vehicles to the list of vehicles authorized to use flashing red and white warning lights in Virginia.

Grants Department of Military Affairs emergency vehicles the same traffic law exemptions as other emergency vehicles when responding to emergencies, including disregarding speed limits, proceeding through red lights, and passing stopped vehicles.

Requires emergency vehicle exemptions to be used only with due regard for safety and with proper liability insurance ($100,000/$300,000 bodily injury, $20,000 property damage) or self-insurance certificate.

Amends Virginia Code sections 46.2-920 and 46.2-1023 to include Department of Military Affairs emergency vehicles alongside Virginia National Guard Civil Support Team vehicles already covered under emergency vehicle provisions.
