Modifies the composition of the Virginia Auctioneers Board to specify that two of its five members must be nonlegislative citizen members appointed under § 2.2-2102

Prohibits citizen board members from being licensed in, employed by, or financially affiliated with professions providing similar services to auctioneers, including real estate brokers or salespersons

Maintains the requirement that three board members must be Virginia licensed auctioneers serving four-year terms

Makes minor grammatical corrections to the board's authority provisions regarding fining, suspending, denying renewal, revoking licenses, and examining auctioneers
