Amends Virginia Public Procurement Act § 2.2-4304 to add a new exception allowing public bodies to use cooperative procurement for construction when entering into intergovernmental support agreements under 10 U.S.C. § 2679 (federal military installation support agreements)

Maintains existing prohibitions on cooperative procurement for architectural/engineering services and general construction contracts, with current exceptions for artificial turf, track surfaces, stream restoration, stormwater management, and playground equipment

Reorganizes and clarifies the structure of cooperative procurement rules, separating provisions into numbered subdivisions for improved readability

Requires Chief Information Officer approval for Commonwealth authorities purchasing information technology and telecommunications goods/services through another public body's cooperative procurement contract

Makes technical grammatical corrections throughout the statute, including comma placements and formatting changes
