Adds a new disclosure requirement (item 19) to Virginia's Residential Property Disclosure Act stating that property owners make no representations regarding proximity to military ground installations or potential impacts from noise and other effects of military operations

Places responsibility on homebuyers to conduct their own due diligence to determine whether a property may be adversely impacted by nearby military installations

Amends § 55.1-703 of the Code of Virginia, which governs the residential property disclosure statement that sellers must provide to purchasers

Maintains the existing "buyer beware" framework where owners disclaim representations about property conditions and buyers are advised to investigate matters independently before settlement
