Amends Virginia Code § 37.2-400 to allow state facilities operated by the Department of Behavioral Health and Developmental Services to process letter mail for electronic delivery

Requires electronic mail processing to follow approved policies, procedures, and applicable human rights regulations

Explicitly prohibits review of mail contents except as otherwise permitted under existing human rights regulations

Preserves the fundamental right of individuals in hospitals, training centers, and other facilities to send and receive sealed letter mail

Applies to facilities and programs operated, funded, or licensed by the Department, excluding those operated by the Department of Corrections
