Authorizes Virginia localities to allow public transit agencies to install bus obstruction monitoring systems on transit buses to capture images of vehicles illegally parked in bus stop zones or transit-only lanes

Requires a 60-day warning period at the start of implementation before localities can issue fines to violators

Prohibits the use of facial recognition or other biometric identification technology in the monitoring systems

Limits retention of recorded images to six months or 60 days after final citation disposition, whichever is later, and restricts use to parking violations and transit facility inspections only

Requires that private vendor compensation be based on goods and services provided, not on the number of violations or penalties collected
