Establishes training certification requirements for law-enforcement officers, retired law-enforcement officers, registered special conservators of the peace, and technicians to review and affirm violations captured by photo speed monitoring devices, traffic light violation monitoring systems, and school bus video-monitoring systems

Authorizes retired sworn law-enforcement officers with at least 15 years of experience to serve as certifying officials for photo speed monitoring and traffic signal violations after completing the required Department of Criminal Justice Services training course

Requires the Department of Criminal Justice Services (DCJS) to develop and approve training certificate courses for personnel who swear to or affirm certificates used in automated traffic enforcement proceedings

Expands the categories of personnel who may register as special conservators of the peace to include those employed by localities for traffic monitoring enforcement purposes

Modifies proof-of-violation requirements for photo speed monitoring devices and traffic signal monitoring systems to allow trained technicians and retired officers to certify violations alongside active law-enforcement officers
