Requires the Tax Commissioner to develop and offer a free electronic tax filing program directly to Virginia individual taxpayers, available for taxable years beginning on or after January 1, 2028

Directs the Tax Commissioner to consider compatibility with the IRS Direct File Program's publicly available source code from the 2025 tax filing season when implementing the new system

Mandates that eligibility criteria for the Virginia program be less restrictive than the IRS Direct File Program's criteria from the 2025 tax filing season

Repeals Chapter 535 of the Acts of Assembly of 2010, which established the original Virginia Free File program based on the IRS Free File model

Removes language that previously prohibited state fillable tax forms from competing with the Virginia Free File program's commercial online tax software partners
