Requires the Board of Education and Virginia Board of Workforce Development to conduct biennial reviews of all career and technical education (CTE) courses, pathways, and credentials available to public school students statewide

Reviews must assess alignment of CTE offerings with industry needs, workforce demands, and emerging labor market trends, with input from employers, industry representatives, and student organizations

Mandates evaluation of CTE effectiveness in preparing students for employment in high-demand fields, postsecondary education enrollment, or military enlistment

Reports due October 1 of each odd-numbered year to the Secretaries of Education and Labor and chairs of legislative education committees, detailing offerings by school, division, region, and statewide

Initial review begins July 1, 2026, with a progress report due October 1, 2026, including recommendations on governance structures and a process for approving new CTE offerings between review cycles
