Amends Virginia's mechanics and storage lien enforcement procedures to allow the Department of Motor Vehicles to proceed when other states fail to respond to vehicle record requests by a Department-set deadline, rather than requiring indefinite waiting for responses

Removes language requiring DMV to actively "contact" other jurisdictions for vehicle title information, instead allowing the Department to "ascertain" information through available databases and records

Clarifies that no DMV notice to owners/lienholders is required when another jurisdiction fails to respond by the Department's deadline, though bailees assume liability for proceeding without written notice in such cases

Applies the same procedural changes to both mechanics/storage lien enforcement under § 46.2-644.03 and abandoned vehicle searches under § 46.2-1202

Maintains existing fee structures ($40 for lien enforcement searches, $25 for out-of-state requesters) and existing vehicle value thresholds ($12,500 for public auction, $25,000 for general district court jurisdiction)
