Amends Virginia's Marcus alert system statute (§ 9.1-193) to address removal of individuals from voluntary mental health databases used by 9-1-1 and crisis response systems

Creates an exception to the automatic removal of individuals from the database at age 18 when their information is maintained on an external database that cannot be modified by the locality

The Marcus alert system provides specialized law enforcement and behavioral health crisis responses for individuals experiencing mental health, substance abuse, or developmental disability-related crises

Localities must maintain voluntary databases containing mental health information and emergency contacts, with information submitted by individuals, parents of minors, or legal guardians
