Establishes the Virginia Gaming Commission as a new independent regulatory body to consolidate oversight of lottery, casino gaming, sports betting, charitable gaming, and horse racing under a single authority.

Creates a comprehensive new Title 29.5 in the Virginia Code containing sections 29.5-100 through 29.5-913, organized into three subtitles covering gaming administration, lottery operations, and related enforcement provisions.

Repeals and reorganizes existing gaming-related statutes currently scattered across Titles 18.2, 58.1, and 59.1, including provisions on gambling offenses, charitable gaming, lottery operations, casino gaming, sports betting, and horse racing.

Transfers regulatory authority from the Department of Agriculture and Consumer Services (for charitable gaming investigations) and removes the Virginia Racing Commission from the Secretary of Agriculture and Forestry's oversight.

Authorizes the Attorney General to assist local prosecutors in violations of the new Title 29.5 gaming laws and updates numerous cross-references throughout the Virginia Code to reflect the consolidated regulatory structure.
