Establishes the Nationally Certified School Psychologist Program alongside the existing National Teacher Certification Incentive Reward Program, both administered by the Board of Education

Expands eligibility for incentive grants to include public school psychologists who obtain national certification from the National Association of School Psychologists

Provides nationally certified school psychologists with an initial state-funded award of $5,000 and subsequent annual awards of $2,500 for the life of the certificate, with continued payments upon renewal

Renames the fund to the "National Teacher Certification Incentive Reward Program and Nationally Certified School Psychologist Program Fund" to reflect the expanded scope

Requires the Board to establish procedures for determining award amounts if fund moneys are insufficient to pay all eligible teachers and school psychologists
