Transfers regulatory authority over retail tobacco product sales from the Department of Taxation to the Virginia Alcoholic Beverage Control Authority, requiring tobacco retailers to obtain permits from the ABC Authority to sell cigarettes, electronic smoking devices, nicotine vapor products, and related items.

Establishes a new permitting system for retail tobacco establishments, with permit fees set at $100 annually, and prohibits the sale of retail tobacco products without a valid permit.

Expands definitions in the ABC Authority's governing statute to include retail tobacco products, electronic smoking devices, nicotine vapor products, liquid nicotine, and tobacco retailers.

Authorizes the ABC Authority to conduct compliance checks, impose penalties for violations including permit suspension or revocation, and enforce age verification requirements for tobacco sales.

Repeals existing tobacco retailer registration provisions under the Department of Taxation (§§ 58.1-1021.06 through 58.1-1021.09 and §§ 59.1-293.11, 59.1-293.12, and 59.1-293.14) and consolidates tobacco retail oversight under the ABC Authority.
