Establishes the Medical Education Service Grant Program to provide grants of up to $50,000 per year (maximum $200,000 over four years) to medical students at accredited Virginia medical schools who demonstrate financial need

Requires grant recipients to complete service agreements for clinical practice in designated service areas, including health professional shortage areas, rural localities, Federally Qualified Health Centers, and critical access hospitals

Covers approved medical specialties including general pediatrics, family medicine, emergency medicine, obstetrics and gynecology, psychiatry, geriatric medicine, and other high-needs specialties determined by the Virginia Health Workforce Development Authority

Mandates two years of full-time clinical practice for the first year of grant funding, plus one additional year for each subsequent year of funding (service may be completed at half-time at double the duration)

Requires annual reporting to the Governor and General Assembly on program outcomes, including number of grants awarded, geographic distribution of recipients fulfilling service agreements, and retention rates in designated service areas
