Establishes the Eviction Reduction Program within the Department of Housing and Community Development to promote housing stability, identify factors contributing to eviction filings, and support eviction prevention and diversion efforts statewide

Requires the Department to submit an annual report to the General Assembly by October 1 detailing households served, number of children under 18 in those households, types of assistance provided, and geographic distribution

Mandates reporting on households that successfully completed the Eviction Diversion Program and any legislative recommendations to further program goals

Directs the Department to develop program guidelines and criteria in consultation with stakeholders, including existing Eviction Reduction Program grantees
