Defines "state of preparedness" as a gubernatorial declaration for credible emergency threats of sufficient severity to warrant Commonwealth disaster preparedness assistance, distinct from a full state of emergency declaration

Directs the Department of Emergency Management to assess the feasibility of developing a program to prioritize prevention and mitigation of damage from imminent emergencies or emergencies not warranting a full state of emergency declaration

Requires the Department to evaluate criteria for determining when emergencies warrant a departmental response without a gubernatorial state of emergency declaration

Mandates assessment of procedures for procurement, maintenance, and pre-positioning of materials, equipment, and supplies to preserve lives, property, and economic well-being during preparedness situations

Requires the Department to submit findings and recommendations to the Governor and relevant legislative committees by November 1, 2026
