Directs the Department of General Services to remove all Confederate monuments and memorials from Capitol Square, including the General Thomas J. "Stonewall" Jackson statue (1875), Governor William "Extra Billy" Smith statue (1906), and Dr. Hunter Holmes McGuire statue (1904)

Requires the Department to transport and store removed monuments in its facilities until the Joint Committee on Rules and General Assembly determine final disposition

Mandates a coordinated review with the Department of Historic Resources to evaluate options for final disposition of all state-owned monuments, memorials, and artifacts, including temporary loans, transfers, and permanent sales

Requires the review to include a survey of how other states have handled Confederate monuments and memorials in government possession

Department must submit findings and recommendations to the Joint Committee on Rules for review and approval by October 15, 2026
