Establishes a centralized statewide hotline operated by the Virginia Department of Social Services to receive all reports and complaints of child abuse or neglect, replacing the current system where reports are made directly to local departments.

Grants the Commissioner of Social Services authority to require corrective action plans from local boards and local departments that fail to comply with state laws, regulations, or policies, and to assume temporary control of noncompliant local departments under certain circumstances.

Requires the centralized hotline to operate 24 hours a day, 7 days a week, and to transmit reports to the appropriate local department within two hours of receipt for investigation.

Mandates that the Department develop procedures for the hotline's operation by July 1, 2027, with full implementation required by July 1, 2028.

Repeals the existing requirement for local departments to maintain their own 24-hour reporting systems once the centralized hotline becomes operational.
