Prohibits persons under 18 from possessing or transporting handguns or assault firearms anywhere in Virginia, with the violation classified as a Class 1 misdemeanor.

Creates a new prohibition on persons under 21 years of age from purchasing handguns or assault firearms anywhere in the Commonwealth.

Defines "assault firearm" as semi-automatic centerfire rifles or handguns with magazines holding more than 20 rounds, silencer capability, or folding stocks, as well as shotguns with magazines holding more than seven rounds.

Provides exemptions for minors at a parent or guardian's home with consent, those accompanied by adults 21+ at shooting ranges or while hunting, military and law enforcement personnel, and cadets in ROTC or Corps of Cadets programs.

Acknowledges the bill may increase incarceration periods, with the Virginia Criminal Sentencing Commission assigning a minimum fiscal impact of $50,000.
