Adds a new category of "small renewable energy project" for electrical generation facilities in Planning District 8 (Northern Virginia) with up to 100 megawatts capacity that generate electricity from biomass, energy from waste, or municipal solid waste using anaerobic digestion technology

Requires qualifying facilities to be capable of processing the majority of their organic waste, including food waste and municipal sludge, with anaerobic digestion technology by January 1, 2030

Defines "anaerobic digestion technology" by reference to existing Code of Virginia § 3.2-3600

Directs the Department of Environmental Quality, in coordination with multiple state agencies and counties operating incinerators in Planning District 8, to assess technologies for reducing carbon dioxide and methane emissions at waste-to-energy facilities and recommend legislative changes to ensure program viability

Requires DEQ to report findings to the State Air Pollution Control Board by December 1, 2026
