Requires the Department of Criminal Justice Services to establish a model policy for law enforcement operation of unmanned aircraft systems (drones), developed in consultation with the Virginia Indigent Defense Commission and the Virginia Association of Commonwealth's Attorneys

Maintains the general requirement that law enforcement agencies must obtain a search warrant before using drones, with existing exceptions for Amber Alerts, Senior Alerts, and other emergency situations preserved

Mandates that the model drone policy be made publicly available on the Department of Criminal Justice Services website

Amends Virginia Code §§ 9.1-102 and 19.2-60.1 to add drone policy development to the Department's enumerated powers and duties
