Allows public water and sewerage utilities to propose discounted rates for low-income customers with annual household income at or below 200% of the federal poverty level

Authorizes the State Corporation Commission to approve tiered discount systems for qualifying low-income customers

Permits utilities to recover costs of providing discounted service through their base and general rates charged to all customers

Creates an exception to existing requirements that utilities charge uniform rates to all customers using service under like conditions

Becomes effective January 1, 2027
