Amends the Virginia Self-Service Storage Act to establish procedures for disposing of personal property left behind after a rental agreement terminates or is not renewed (non-payment defaults excluded)

Requires storage facility owners to provide written notice to occupants at their last known address, stating the termination date and that property will be disposed of within 24 hours after a 10-day notice period expires

Expands the definition of "last known address" to include addresses or email addresses provided through any method required by the rental agreement terms

Guarantees occupants the right to remove their property at reasonable times until disposal occurs, with owners bearing no liability for loss during this period

Mandates that any sale proceeds be applied first to amounts owed by the occupant (including storage and sale costs), with remaining funds returned directly to the occupant
