Mandates reporting on implementation of General Assembly legislation affecting residential development and any local housing studies, including analyses of market conditions, housing needs, infrastructure capacity, and regional housing assessments

Requires localities to report total residential development applications submitted, approved, and denied, including the number of proposed and approved residential units, with applications pending over 12 months without applicant-requested delays treated as denied

Reports must be submitted annually by September 1 and include proposed unit types, tenure, affordability levels, and permitted density where available
