Removes the requirement for the Department of Criminal Justice Services (DCJS) to develop a model addiction recovery program for local and regional jails in consultation with the Department of Behavioral Health and Developmental Services

Eliminates the statutory provision that such addiction recovery programs address medical and clinical recovery, peer-to-peer support, mental health resources, family dynamics, and aftercare aspects

Renumbers subsequent provisions in § 9.1-102 (duties 54-73 become 53-72) to reflect the removal of the addiction recovery program requirement

Amends Virginia Code sections 9.1-102 and 15.2-1708 as part of the enrolled legislation for the 2026 session
