Establishes that the Western Virginia Public Education Consortium will be maintained with funds appropriated by the General Assembly, covering 14 counties and 5 cities in the region with the ability to add other localities as approved by the governing board

Restructures the governing board to include division superintendents (or their designees) from member localities, plus House of Delegates and Senate members representing districts in Western Virginia serving as nonvoting ex officio members

Requires the board to approve a member school division to serve as fiscal agent for the Consortium, with a majority of division superintendent members constituting a quorum

Mandates the board chair submit an annual executive summary to the Governor and General Assembly during each biennium the Consortium receives state funding

Removes the previous duty to develop linkages with Northern Virginia schools and updates program coordination scope to include prekindergarten through grade 12 public education
