Requires each school board to enter into a collaborative agreement with local law enforcement to employ at least one school resource officer (SRO) in every secondary school in the division.

Modifies the School Resource Officer Grants Program to provide matching grants for additional safety personnel beyond the mandatory SRO requirement, including school security officers and other safety personnel.

Prohibits grant funds from being used to purchase firearms, handcuffs, wrist restraints, or stun weapons, though up to 5% of the fund may be used for SRO training.

Grants for local law enforcement and school boards are matched based on the composite index of local ability to pay, with funds coming from the School Resource Officer Incentive Grants Fund (a nonreverting special fund).
