Requires all public bodies to post proposed meeting agendas on their official government websites prior to meetings, in addition to existing requirements for physical posting and availability for inspection.

Prohibits public bodies from taking "final action" on items added to the agenda after a meeting begins, unless the items are time-sensitive or relate to properly noticed closed meetings.

Defines "final action" as votes, adjudications, or other formal actions that complete a matter, while excluding referrals to committees, referrals to future meetings, requests for staff information, and commemorative proclamations.

Amends Virginia Code § 2.2-3707 under the Freedom of Information Act to strengthen transparency requirements for public body meetings.
