Requires all Virginia Lottery winners to provide written consent before their identity can be disclosed publicly, removing the previous $1 million threshold that only protected larger prize winners

Amends the Virginia Freedom of Information Act (§ 2.2-3705.7) to exclude personal information of all individual lottery winners from mandatory public disclosure

Allows winners who consent to disclosure to have their name, hometown, and amount won made public

Protects lottery retailer information including social security numbers, tax identification numbers, home addresses, telephone numbers, and banking account numbers from disclosure

Updates related provisions in the Virginia Lottery statute (§ 58.1-4029) to align disclosure requirements with the new consent-based approach for all prize amounts
