Expands Virginia's encroachment grant program from covering only the U.S. Navy Master Jet Base and its auxiliary landing field to include all Virginia military installations with missions producing noise, smoke, vibration, or explosive hazards

Extends eligibility to localities with military installations vulnerable to electromagnetic spectrum interference, light pollution, and other mission-limiting hazards

Removes the specific funding allocation formula that previously designated $2,092,267 for the Master Jet Base locality and $1,046,133 for the auxiliary landing field locality

Maintains the $3,138,400 nongeneral fund appropriation for purchasing property or development rights and converting land to compatible uses

Preserves existing grant requirements including 50% cash match from non-state funds, quarterly reporting, and return of half of proceeds from any property sales
