Requires the Virginia Department of Health to maintain a list of all agencies and organizations that request and receive opioid antagonists (such as naloxone) through its distribution program

Mandates quarterly reports to legislative committees and the Virginia Opioid Abatement Authority detailing each recipient organization's name, service area, quantities requested and received, specific formulations and dosages, and fulfillment dates

Directs the Department to develop a methodology for estimating annual opioid antagonist distribution program costs, incorporating factors such as account saturation goals, community needs, local resources, and product costs

Requires an annual report estimating program costs for the following fiscal year to be submitted to the Joint Commission on Health Care and appropriations committee chairs by December 1 each year
