Prohibits veterinarians from performing surgical devocalization procedures on dogs, which remove or alter a dog's vocal cords to reduce barking

Allows an exception only when the procedure is medically necessary to treat or relieve an injury, disease, or congenital defect causing or potentially causing the dog physical pain or harm

Amends existing Code of Virginia § 54.1-3814, which already prohibits declawing cats except for therapeutic purposes

Applies to any person engaged in the practice of veterinary medicine in Virginia
