Amends Virginia Code § 15.2-2314 governing circuit court review of board of zoning appeals decisions via writ of certiorari

Prohibits parties from filing additional pleadings, conducting discovery, or introducing new evidence once the court orders the writ and the board's record is produced

Requires necessary parties to include the governing body, landowner, and original applicant before the board of zoning appeals

Maintains existing standards of review, including presumption that board findings on questions of fact are correct, rebuttable by preponderance of evidence

Offered for consideration on February 9, 2026, as a Senate Committee on Local Government substitute amendment
