Requires localities with major transit stops (heavy rail, light rail, commuter rail, bus rapid transit) to establish transit-oriented housing overlay districts within one mile of those stops

Mandates minimum building height of six stories and 30 units per acre within one-quarter mile of transit stops, with two units per lot (four on corner lots) allowed between one-quarter mile and one mile

Requires ministerial approval of housing developments meeting objective standards, with no public hearing required for qualifying projects

Exempts historic districts, FEMA-designated floodways, prime agricultural soils, critical environmental areas, and parcels without public water and sewer service

Takes effect September 1, 2027, and expires September 1, 2030, with localities required to report annually to the Department of Housing and Community Development on approved units
