Requires Phase I and Phase II electric utilities to provide energy efficiency upgrades to at least 30% of qualifying low-income households (or 2,000 households for Phase I utilities and 8,400 for Phase II utilities, whichever is less) by December 31, 2031

Defines "low-income resident" as individuals or households earning no more than 60% of median state income, 80% of local median income, or 200% of federal poverty level, whichever is greater

Mandates efficiency upgrades that reduce reliance on delivered fuels (propane, heating oil) for heating, cooking, or water heating, combined with insulation and weatherization when feasible

Requires utilities to report annually to the State Corporation Commission starting January 1, 2028, on activities, progress, and ratepayer data regarding bill and energy savings from efficiency programs

Directs utilities to coordinate with the Department of Energy and Department of Housing and Community Development to leverage state and federal funding sources to reduce program costs
