Requires the Virginia Board of Education to apply new or modified graduation requirements only to students entering ninth grade at or after the implementation date, protecting current students from mid-stream changes

Students who began ninth grade before new requirements take effect may continue to satisfy graduation under the requirements in place when they started high school

Mandates the Board post public notice and updated guidance materials on any graduation requirement or diploma pathway changes prior to the first school year of implementation

Allows students to voluntarily complete new graduation requirements or diploma pathways without invalidating their ability to graduate under the original requirements

Takes effect beginning with students entering ninth grade in the 2027-2028 school year, with Board regulations required by July 1, 2027
