Expands authority to adopt affordable housing dwelling unit zoning programs from a limited list of specific localities to all localities in the Commonwealth

Adds 10 specific implementation tools localities may use, including lot size reductions, housing trust fund contributions, accessory dwelling units, allowing duplexes/triplexes/quadruplexes in single-family areas, and office-to-residential conversions

Requires localities adopting new programs on or after July 1, 2027, to create advisory committees with input from residents, developers, housing advocates, and other stakeholders to assess feasibility of incentives

Includes accommodation for older residents' independent living needs as a stated program goal

Takes effect July 1, 2028, does not apply to ordinances adopted before January 1, 2027, and requires reenactment by the 2027 General Assembly session
