Creates the Breakthrough Therapies for Veteran Suicide Prevention Fund within the Department of Health to support clinical research and implementation of FDA-designated breakthrough therapies for PTSD, treatment-resistant depression, major depressive disorder, and traumatic brain injury in veterans

Establishes a six-member Advisory Council with two appointees each from the Governor, House of Delegates, and Senate to advise on fund administration and grant awards

Authorizes fund use for Phase III clinical trials, public-private partnerships, compassionate use programs, mental health professional training, and patient access pilot programs

Requires the Board of Pharmacy to update Virginia controlled substance schedules within 30 days when FDA breakthrough therapies are rescheduled or descheduled federally

Mandates Council appointments within 60 days, fund recommendations within 120 days, initial awards within 180 days of funding availability, and a Department of Health report to the Governor and General Assembly by December 1, 2027
